Yes, this is somehow a sensible topic, since many of the Eastern European block countries have a lot of old buildings and many of the owners of these buildings are not really keen on improving them. But local or government laws made the house energy certificates mandatory for selling, renting or registering any sort of a building, apartment, house or villa.
And the prices for getting these sort of certificates are not that high. For example, obtaining a document that would attest your studio energy hold capabilities costs just around 50 euros.
